Pennsylvania lawmakers have passed Senate Bill 992, a bipartisan measure that would update the state’s Telemarketer Registration Act and expand its coverage to modern communication channels.
The bill passed the General Assembly on July 12, 2026, and is awaiting action from Governor Josh Shapiro. If signed, it would take effect 90 days after enactment.
Key details of the bill
Expanded Definition: Expands the legal definition of telephone solicitation to cover SMS text messages, ringless voicemails, and traditional calls.
"Quiet Hours": Prohibits unsolicited telemarketing calls and robocalls between 7 p.m. and 9 a.m., and all day on Sundays.
Enhanced Protections: Bans AI-driven fraud, number "spoofing," and the use of false names.
Exemptions & Consent: Businesses operating with prior express written consent or those with an established business relationship in the last 12 months are exempted from strict telemarketer registration requirements.
Penalties and enforcement
Violations may result in civil penalties of up to $1,000. Penalties may increase to as much as $3,000 when the contacted individual is 60 years of age or older.
